What triggered Zarb-e-Azb?

An AFP report quoted by Dawn suggests that the short but devastating unofficial operation in NWA was launched against the Uighur militants of the East Turkestan Islamic Movement, among other foreign groups, who were targeted on China’s request to the prime minister and the army chief.

Strategic and military calculations, most likely, also factored into the launch of Zarb-e-Azb proper. Two weeks before the announcement of the assault, a defense authorization act was introduced in the US Senate, which made some of the Pakistani military reimbursements under the Coalition Support Fund contingent on the security forces taking action against militants in North Waziristan, including the Haqqani network.
